This card's effect reads:
Goblin Biker Dug the Assaulter
"If this card is in your hand: You can detach 1 material from a monster on the field, and if you do, Special Summon this card. If this card is Normal or Special Summoned: You can add 1 "Goblin Biker" Spell/Trap from your Deck to your hand. You can only use each effect of "Goblin Biker Dug the Assaulter" once per turn."
The italicized part, the portion about adding a spell/trap to hand upon summon isn't prompted when the card is summoned. I have tested this numerous times, both in "testing" and the solo duels vs the bots.
